The Energy Assistance Program (EAP) provides financial assistance to low-income households to maintain utility services during the winter heating season. This is a HEATING assistance program. EAP is a federally-funded program through the U.S. Department of Health and Human Services (HHS) called the Low-Income Home Energy Assistance Program (LIHEAP).

Energy assistance is a one-time benefit that can assist you with the high cost of home energy. However, an EAP benefit won’t cover all of your heating and electrics costs, so you should continue to pay your bills regularly.
